cuticles are the dead skin that grows on your nail plate. I think you might be confusing cuticles with the proximal nail fold. I often see them cutting that off.
some say filing them with cardboard file everynight in the same direction helps, wdt?
A quality glass nail file–one with etched crosshatching rather than glued on grit–is miraculous for fragile nails. Some people can’t get used to the feel of a glass file, but those who do simply can’t go back to metal or emery because those materials feel too harsh. A glass file stopped my nails from peeling. Recently added Kerasal Multi-Purpose Nail Repair enriched the nail plates and cuticle areas, making my nails noticeably more supple and less brittle so I don’t get any cracks or spits unless really ram one of my fingers, and giving a good looking satin sheen when lightly buffed with a soft cotton cloth (after the Kerasal built up for a week or two). Next stop will be weekly soaks with warm jojoba oil.
My mom told me to drink gelatin and it worked.
